At First you needs to select all row and column of a sheet whose sheet row you want to lock
Then click right button of your mouse
see interface where at can see "Format cells" option
select "Format Cells" option
Then you can see another interface
where at last you can see protection option
click 
now remove mark from "Locked" 
now select your select row that you want to locked
see interface where at can see "Format cells" option
select "Format Cells" option
Then you can see another interface
where at last you can see protection option
click 
now select mark from "Locked" and hidden
at last protect your sheet 
This way you can protect your row
But another row coloumn you can edit/update
