You are trying to start kafka server with zookeeper config properties file and that's why you are getting the above error.

Use the commands below instead (In two separate terminals):

Zookeeper:
bin\zookeeper-server-start.bat config\zookeeper.properties

Kafka: 
bin\kafka-server-start.bat config\server.properties
