Add a note to the account. Can be used to explain charge waivers or signify events. The note will appear in the ops dash, and if is_visible_to_customer it can be shown to the account holders. NoteType.RAW_TEXT means the body is taken as the text for the account notes. NoteType.REASON_CODE means the body is a reason code, that can be used by API users how they see fit.
